Yes, there are facts. Explanations of how those facts come to pass (scientific theories) are incomplete, but whatever replaces them is always closer to the truth and better describes the known facts (otherwise it would not replace the old theories). It's become incredibly rare for theories to be rejected altogether, generally changes are just on the fringes of knowledge.
I think there are facts however such facts could change upon many variables so there is no such thing as an absolute fact but for the sake of our perception there is.
So yes but no not really but also yes.

Everything is changing and it would be denying everything to say nothing changes. The universe we in is ever changing and we have no idea what that could and can't happen in the future, we can try predict based on our own perspective but there is just simply no way to prove the universe couldn't do X if it wanted to.
Afterall it created us for seemingly no reason on a whim and no doubt there will be a time we don't exist.
And I have no doubt in my mind that the universe could also cease to exist. Anything that can exist can also not.

The problem with facts is only the past can be facts but if in the future there is ways to change the past then that's also not true. So yeah. This perspective of facts can't change just sends you down a bad line of thinking.

But you have the universal theory of evolution which applies to pretty much everything and it’s the only reason like 90% of all other scientific theories make sense — because they’re piggybacking off of the theory of evolution.
This is a PR issue for science. A theory in science is ONLY facts pointing toward the most probable and consensus agreed theory in reality.
Like we know evolution exists. It’s a fact. We experiment in fruit flies who live only 24 hours. So multiple generations can evolve via environmental changes during a few years research.
Consensus says Darwin’s “theory” of origin of species is correct. But we could find more about it later. But evolution will always be a FACT.
See how it’s kinda confusing? Theory is different in science than our jargon.

Americans are a strange bunch
They do need to be discussed but some things are treated as facts when they are not. Take the Big Bang 'Theory'. You would have noticed i put it in quote marks because it is treated as a fact but it is just a theory. No one can be too sure that is how the Universe came to be.
