It's an "entitlement" in the government budgetary sense.
In a sense, Government spending is divided into 3 classes:
1. Debt payments
2. Discretionary spending which is optional spending.
3. Mandatory spending which is spending required by law. Mandatory spending is also called "entitlements" because the recipient is entitled to the money that the government owes them.
Since Social Security is a form of mandatory spending, it is an entitlement.
