Mostly because of the water we're retaining. 16oz of water is literally a lb of water & we're drinking way more than that in a day.
If I really want to be sure that my water weight to fluctuate as much, I make sure to maintain a good balance of sodium & potassium. Daily potassium amounting to above 3,000 mg per day and sodium above 1k but below 2k.
Helps to make sure every meal you consume has a potassium:sodium ratio that is at least 2:1. Ideally 3:1 or 4:1 though. Even better if you're also getting enough of the other electrolytes with it: sodium, potassium, chloride, magnesium, calcium, phosphate, and bicarbonates. But maintaining a good sodium potassium balance is the most important for me I notice.
Other things help manage fluid balance better too. Like: • Keeping carbs lower (Each gram (g) of glycogen comes with 3 g of water attached) • Keeping a healthy gut microbiome • Not overloading the stomach with too many difficult to digest foods • Getting sufficient sleep so the bodies systems are at full potential • etc

It's dependent on tons of factors; how much you've eaten, how much you've drank, how much salt, and a million other things.
Inconsistent diet/exercise, hormonal issues, stress/anxiety
It depends how stressed out you are or if you’re sick
It depends on ur eating habits and quality of food
