Maybe call maintenance if your room is suppose to be cool. Also, put a fan in front of your vent and window.
By putting a fan in front of your vent, it should such more of the cool air through. I have some engineering buddies that do this and they say it really helps. Outing a fan in front of the window will suck the air through.
If you can't do that, prop your door open to help circulation through your room. If you put a fan by the door and point it out into the hallway, it will create suction in your room pulling in air from the outside. If you put the fan near your window, it will push air into your room.

can't help you with the room but as far as keeping yourself cool, spray water on yourself with a spray mist bottle. It works the same way as sweat is supposed to work.
the water absorbs the heat through the process of evaporation and cools you off. the drawback is you'll have to use it every 5-10 minutes but it is effective. especially spraying on your upper back / traps and back of your neck.
you might want to check home depot too. they have portable evaporator cooling unit things.
Its not an air conditioner, so it shouldn't be a violation. It's a cheap way to cool off.

If u can spare the money... get a swamp cooler from a department store or a home store.
It is a VERY viable air conditioning substitute and doesn't break dorm violations to my knowledge. 8-)You have budget, get a portable ac. Other than that just keep yourself hydrated.
Walk around naked? Apply ice cubes to your breasts? lol
Move your dorm to the nearest cold place, such as northern Canada.
