It could mean either, tbh. Some guys just aren't comfortable with steamy talk so they get embarrassed. Some like it, some don't know how to respond to it and some just aren't into anything they don't initiate on their own... So... you just need to know which one this guy is.

Also, if HE is a minor, a virgin, etc., there are way more factors to consider and you should probably not bug him.
