I solved a problem at work. He told me "You are a smart girl. I like it".. is this just a compliment or does he like me?

What else? Only that compliment. If he is a co worker I wouldn't avoid his advances. Anyone can look at your eyes, we all do when we communicate with other people, and compliment is nice thing to do. I will say he is just being nice. If he liked then you would know it as he would've said it to you.
