Is he just being nice?

I have been working at my job for 7 months now. One day me and my colleagues had dinner at a restaurant, and on that day I completely changed my look. I had put on makeup, wore a dress, and had my hair styled differently than usual. I dress casually at work, so my look impressed everybody. I received many compliments especially from one coworker. The first time he saw me that day he got really impressed, and gave me compliments almost the whole time before dinner. My colleagues told me how he was staring at me once during dinner, and he said I looked like a star. I just smiled and said thank you.

I remember on that day he said he didn't have my number. Which surprised me because up to that day he never cared about it and had never asked me for it. A few days later, we were casually talking at work and I said to him that he was a good guy. He said "really?" and then asked for my number. Now, he's never made a move but is this behaviour all friendly and polite or is it something more?
Is he just being nice?
