Girls love for you to show their bodies lots of attention and affection in general. They love for you to have a favorite thing about their body. It makes them feel incredibly attractive and loved. Now, if you're talking about trying to pick up new chicks by playing with their belly button, no. The other situation that won't work the same way is one in which you're doing it for shock value, or trying to see what she'll do if you mess with her belly button, tickling etc. That's alright sometimes but not something that girls appreciate on a frequent basis.

You want to be slow and sweet and deliberate with it. Make it clear that it's in admiration of her body, i.e. about her desirability instead of about your horniness, and she'll love it.
