Wearing a bikini at the beach, or walking to and from the beach to your vehicle is perfectly appropriate, as is wearing a bikini at a. Beachfront café or restaurant. Although one would hope the woman has the decency to at least wear a sarong or other cover from their waist down. However, wearing a bikini on city streets… No, that’s a bit too classless for my taste. Obviously if one lived in a city where personal vehicles are not practical, and one was walking to or from a park where sunbathing is commonplace, yes obviously that would be fine. Like most things in life, this issue is highly nuanced, and context is everything!
Now, your question asks is it okay! I would say it’s not immoral, it’s just inappropriate. It a woman wants to walk her dog in New York City in a bikini top and shorts, that’s her right, but I would caution any woman choosing to do that, that she has no right to complain when men (or women) stare at her! It is unusual to see someone wearing only a bikini top in the middle of a city. People would give her just as many, staring gazes if she wore a full length dress made out of Hefty brand black garbage bags! People will stare at the unusual. However, I feel strongly that too many women these days, dress in the most skimpy and provocative outfits imaginable JUST to get stared at and receive inappropriate comments, because it makes them feel like a victim. Sadly in a culture where victim status is social currency, some unstable people, especially women, thrive off their victim status! So it would not surprise me at all that a woman dressing like this would finally get home, or Starbucks, and immediately make an hours long instagram live, complaining about “Rape Culture” and how many disgusting “perverts” stared at her, and all because she was "Just walking her dog to Starbucks!” (Which of course is a registered therapy dog, because why not? After all, she’s way more special than everyone else!)
I blame social media, and the ever increasing phenomenon of “Main Character Syndrome”. People are rapidly being positively reinforced for their behavior on social media platforms. Sometimes this leads them into being manipulated into performing more and more outrageous behaviors in order to obtain the increasing social approval that they crave but otherwise lack in their real life.**

Rape culture is sickening in this country. Bikini top in the street, no, at the beach, definitely. Personally I don't like revealing clothes but as always people should wear what makes them comfortable while keeping predators at bay in mind. A lot of times men don't care what you're wearing, they rape children, animals and fully clothed women , even with every inch of their skin covered and find a reason to blame women and kids in baby grows. 1st picture is acceptable but 2nd one is a definite firm NO.
Strictly spoken I don't mind, or to be honest, rather would love women to wear a bikini in the streets. Nevertheless the ladies would have to accept glances and good looks from guys, and probably I'd be one of them from time to time, be it already only because I like to see women's features.
On the practical side, the gril in the first picture (green bra and shorts) seems much more acceptable generally than the girl in second picture (black undies), because the latter seems to walk in undies... Not a problem from my side mind, but one has to take into account the habits, traditions and feelings of other people in general.
I guess that sunny days and beaches make such bikinis far more acceptable for most people. In any case it is wise to take into account the places and circumstances before choosing how to dress that way.
If a girl is allowed at a beach or swimming pool in a bikini, I don't see why she shouldn't be allowed in any other public setting in one unless it's a formal attire occasion like a wedding or something. That would be like saying guys shouldn't walk outside shirtless.
However, when it's indoors, just respect whatever the rules are. If the mall says to cover yourself, just do it.

Really depends where you are. In a beach town in summer sure. In the downtown of a random city, no.
I voted No but thats because of certain reasons like 1. my country isn't safe in terms of r***p culture, secondly I love a bit of modesty. I mean its great to leave a little something to the imagination as my grandparents used to say and 3. Its not of our culture especially with regards to the laws.

Swim wear is for swimming. If a dude was walking around the city in a speedo you'd probably think there was something mentally wrong with him... The same goes for women, except we tend to think they have daddy issues and are probably working as prostitutes.
Girls do on hot days in Australia. Whilst I wouldn't look twice on a beach, if I see a girl in a bikini at the supermarket I get an erection. It is not just me, other guys say the same.
It comes down to seeing more than your expectations are. Girls in bikini's reaching for an item on the top shelf will never grow old.
So it is OK if you don't mind us getting erections and having a good look. Don't complain if you do.
I think what does the law say. In my country depending on the state women can be topless wherever a man can be. Why is a bikini such a big deal? It's amazing how many people are uncomfortable or unable to handle a female body lol.
This all said, it is important to recognize a business might have a dress code to enter like a restaurant to which then it might not be ok if you want to do business at such an establishment. In public however go for it.
Maybe if you’re close to the beach or if it’s incredibly hot on a side walk near a beach but I think going into stores or just on the city probably not. It might okay maybe a bikini top but I think wearing some shorts or cover you below the waist should be done especially if your wearing a thong.
It's not really something I would think about really, I mean if it's a hot day it would seem like a pretty natural choice.
If you were wearing just that indoors in the air conditioning it would seem strange, just like it would for a guy having his shirt off.

Depends. If it's a really hot day, or she's near water, a bikini top with shorts or a skirt seems appropriate. It does look weird, though it's not offensive/indecent, to just wear the bikini without any additional coverage for at least the bottoms, if she's not on a boardwalk/pier or the beach/poolside itself.
If she wants to wear provocative clothing in the open on the streets fine, but she has no right to complain when she gets catcalled. I mean you practically opened the door for that to happen in the first place.

I think it just depends on where you are. On a beach (or surrounding area like a board walk or even restaurant) or at swimming pool it’s appropriate, randomly going to a mall or a grocery store not appropriate.
If it’s a hot day and she’s head to the beach or pool or something that’s understandable. But it really comes down to practicality vs. wanting attention. There is a difference.
I saw a single girl doing that (shorts and bikini top) on a hot day in the city's most prestigious shopping boulevard. I admired her confidence, she definitely turned some heads! :-)
If it's at a holiday place and you're going into town to get ice cream or something then yes but in a city when people are going to work it would look weird.

If your right beside the beach/ocean or like on a boardwalk or something then yes.
But if they aren't near the ocean or a body of water then chances are they're just wearing it for attention.
