It means there's something unresolved there. A guy who has resolved his past relationship issues will say something like "my ex" and roll his eyes, shake his head or just make one cranky sound when directly asked about her -- he wouldn't sit around making constant mention of her. Something's up, kiddo. At the very least either he saw her recently or someone mentioned her and now she's on his mind. If you haven't DIRECTLY asked him about her (to learn about his past, for example), then there's really no actual reason for him to be talking about her often... at all.

I hate to ask but is it possible that you are not over him and hope he's still into you and that's why he's doing this? The truth is, it shouldn't matter. He's your ex so unless you are still friends, it doesn't help to get into the whole what is he doing/saying and why. Just move on, do you and ignore him. That said, it does sound like he's still thinking about you.
Because he still blames her when he should be looking at the part he had played. It is never just one persons fault.
More likely, he doesn't hate her, he's hurt and still grieving about the breakup.
